I have purchased new ipads for my children who have thier own apple id with family sharing to my apple id.
can i purchase apple care+ for these devices?

You can buy an AppleCare+ plan for the iPads for up to 60 days after purchase, and for most new Apple products for a limited number of days, also usually 60.
Open the page Buy an AppleCare plan - Apple Support in the device you wish to cover, or you can use the invitation in iPad OS from the Settings app. At the top you will see an invitation to 'Add AppleCare+ Coverage'.
In Family Sharing with Purchase Sharing active this will be paid from your Apple IDs payment method.
