I have been unable to make payment to subscription apple

I have tried putting in a different credit card number and also tried to go through PayPal. It keeps telling me that my account has been disabled.

iPhone 11 Pro, iOS 17

I don’t know what to do by getting my account reactivated with Apple Store and ITunes.
