I can not get my phone to restore
I tried to restore my iphone 15 Pro up then down button and holding the off button and it says to plug into computer which I did but nothing comes up to restore
iPhone 15 Pro Max, iOS 17
It seems like the issue is related to the computer in that case. Are you using a Mac (Finder) or PC (iTunes)? If I may ask why you are going the computer route for restoring the device as that can be done directly on device.
