If the owner of an iPhone dies, how would family members be able to access the phone?

I'm wondering if Stolen Device Protection is turned on and the owner of the iPhone dies, how would family members be able to access the phone? Would it just be a brick?

I’d expect the iPhone to be able to be reset by the holder of the Apple ID, but that its contents might or would be lost.
