Can I use my 2013 imac as a monitor for a new mac mini?

No. While the 2013 iMac does support Target display mode, current Apple silicon Macs like the Mac Mini, do not.

Get an actual monitor for the Mac Mini. It will support the full resolution of the Mac mini, and offer a better experience overall that an old iMac.
