Only two reasons I can think as to why it didn't restore:

a. the backup you chose didn't have those text message

b. you has this enabled which isn't part of the backup Set up iCloud for Messages on all your devices - Apple Support

Did you do a regular backup of your old phone to icloud, if you did, did you restore from said backup?

What does did what you could with icloud?

Were backing up to icloud?
