I would like to arrange the icons on my desktop in a particular way and always lock them into that position. Is there a way to do that in the OS, or is there a third party plug in that could do that? Some don't stay in the same place once I re-boot my computer. Is there a way to fix that?

No and I don't know. I've arranged 20 items on my Desktop and haven't had to rearrange them. Are you having problems keeping them where you put them?
Some don't stay in the same place once I re-boot my computer. I have 8 icons, 5 stay put but 3 move at booting. And is always the same three icons that move.
Can you post a screenshot of the icons in place and out of place and showing where on the Desktop they are?
