iMessage toggle light green, can’t choose “send & receive” addresses

Settings>messages>imessage - toggle is stuck ON. It is light green and cannot be turned off or clicked on.

settings > messages > send & receive - light grey and cannot be clicked on. It says “4 addresses” but won’t let me click to change.

Settings> FaceTime - FaceTime icon and words are light colored and I cannot click into the “FaceTime” settings

settings > my name at the top (Apple ID, iCloud+, media & purchases) is light grey and cannot be clicked into or changed.
