How can I get a refund for an app purchased twice?

Hello, last year my daughter purchased an $80 app, without permission. I was able to get a full refund. She recently made the same unauthorized purchase of the same app. Due to this being the second time it’s happened apple has denied my request for a refund. Though I can not afford to not be refunded for this purchase. I need to contact someone who can help me make an appeal and reconsider.
