It doesn't sound like a disabled account to me. If an app or feature on your device is not working, not appearing, or is restricted (grayed out), the feature itself may have been disabled using Screen Time, or by an IT administrator if you are using a device owned by an employer or educational institution.
- Read this support article If your Apple ID or other options are greyed out in Settings —> If your Apple ID is greyed out in Settings - Apple Support
Tap Settings > Screen Time > Content & Privacy > scroll to Allow Changes and turn on.
- If the device is managed (Settings > General > VPN & Device Management), contact the IT department that is doing the managing.
If you really think it is disabled:
● If a message says "your account has been disabled in the App Store and iTunes Store" or "You cannot login because your account has been locked", then you must contact Apple; you cannot resolve this yourself. Apple provides a link for this specific issue. Tap or click here ➞

I wanted to check and see if I was restricted from certain websites by checking my Apple ID and found out it was locked. I did the steps you suggested and it is unlocked now. Thank you
Do you know why I can’t open some websites like ussa insurance, JCPenney or Macys for example?
This is my device and I am close to being a senior.
