My lock screen is dark and blurry when that is not what I set it to in settings. I’ve tried turning Focus off and going to Settings > Wallpaper > Customize, but it still doesn’t change. I’ve tried changing my custom set lock and home screens that I have saved and they do the same thing. I’ve tried resetting my lock screen or turning off Do Not Disturb but only the lock screen still is dark and blurry.

Is it just the top half of the wallpaper that is blurry? Or is it the whole thing? If it is the whole thing I was curious if you accidentally toggled the blur button? On the bottom right where you set the wallpaper. If it’s just the top half of the screen you could try zooming in on the wallpaper slightly and don’t pull it down because it will make the top blurry if you do.
