My account says disabled and Im not able to log in at all to enable it. I can’t remove it from my phone to add a new email because it also asks for the password and it says not active. I do have my password and it is correct. Im not sure where to go from here.

You need to have Apple reactivate the account. Please contact official Apple Support for help with an "inactive" Apple ID. The people responding on this forum are Apple product users like yourself and cannot do anything with your account.
