ABM users whee the want to Install app Get the Message "This Apple ID cannot be user to make purchases"

Have federated AzureAD with ABM. I have configured the iPhone that is visible in ABM and supervised. I have purchased the Apps in ABM and assigned them to the iPhone location.

And now the problem: I cannot install any app when I have a AzureAD(Federated in ABM) assigned on the AppStore as I get the info "This Apple ID cannot be user to make purchases".

I can make all the purchases (Delivered by the MDM) when I put there not ABM managed account. But as soon as I change it to the ABM one - nothing can be installed.
