You will not be able to use the device without the original owners credentials. You may have bought it from someone legitimately, but do you know the history of the computer? Apple does not get involved with 3rd party sales and will only remove the Activation Lock if it was purchased from an Apple Store or Authorized Apple seller and the original purchase receipt with your name on it can be provided. There have been no reports of Apple unlocking a device without that information.
