Ever since Photos introduced People and Pets I have lost most of my photos and also photos of actual people are know shown as my Pet's names. It's a mess. How can I undo the Pets function?

The Pets detection cannot be disabled. But try to correct incorrectly assigned names, if possible. If you let the wrong names remain assigned, the problem will become worse, because Photos is using the named people and pets as a training set to learn, what the people and pets are looking like.

Incorrectly named faces have to be corrected as soon as possible.

I am not relying solely on the People & Pets album, because the assigned names can get lost after a system upgrade. When the algorithm for the face recognition gets changed by a system upgrade, Photos has to run the face detection again. At that point the detected faces may be recognised in a slightly shifted position or not at all. And then Photos will wait for a confirmation tif the newly detected face is the same as previously found and we have t assign many names again. Occasionally the wrong name may get assigned at this stage.

that is why I am usually assigning the name of a person not only in the People album but also as a keyword. This way I can search systematically with smart albums for Images, where an assigned face name has been lost, see: How to use Keywords to Back Up the Named Faces in Photos and Improve the Search for People … - Apple Community

And the assigned names will be saved in the metadata, when I export a photo to use it in another app. Keywords have helped me to transfer named people from Aperture to iPhoto and to Photos. They are more stable in the long run than the People albums. And the added bonus is, that I can see the name of a photo in the Info for a photo. All Photos is showing in the Info for the detected faces is a tiny, barely recognisable thumbnail. which does not tell me the name of the person at all.
