Dictation disappeared after update to iOS 17.3.1

Before updating, there’s the microphone button at the bottom right of my iPhone 12 mini’s iOS keyboard and it worked fine with different languages I have. After updating, the button disappeared for ALL OF MY keyboards. This is unacceptable.

I tried to go to setting > general > keyboard but the “Dictation” is nowhere to be found. I tried switching system language back and forth between English (which was used before update) and Deutsch — not helpful. I tried restarting my phone — also not helpful. Please solve this ASAP.
