I bought a new apple phone and cannot add a card to my apple wallet I followed everything I saw on here and it didnt work. it isnt when adding a card its just when pressing the plus button on the menu.

There is some issue with the current Apple ID as shown in your screen shot that is preventing you from adding cards.
Check the age of the Apple ID. That error usually appears for Apple IDs that are less than the allowed age in the country or region set for it and the iPhone.
