why doesn’t apple have spatial video on other devices
is it just me that wants spatial video on other devices besides there is only spatial video on iphone 15 pro and not everybody has a iphone 15 pro like come on apple

That's like asking why does Mercedes Benz only offer the premium options on the S Class. To expect the absolute top features on a device, in today's world one must buy the premium device which has the features most desired. I'm sure a lot of people would love loads of top tier features on devices which cost less. That's just not how technical devices which have different price points work. If you want a feature, you buy the device which offers the feature you want. It's truly that simple.
Also, remember that the processor in iPhone 15 Pro models is more powerful than in less expensive models. To process spatial video takes much more power and the lower cost models don't have the same architecture to handle the demands of Spatial Video.
