Get money back from Apple ID
I put $10 on the Apple account so my kid could purchase something in app. The purchase is not going through and he no longer wants it. Can I get my $10 transferred back to my card?

You can try to contact Apple to see if there is a way they can reverse the charge.

There is no standard way for you to move money from your Apple ID balance to a bank account or to cash it out. The reason for this is that Gift Cards can only be used for purchases and are not able to be redeemed for cash. When you redeem a gift card it is added to your Apple ID balance.
