Scribble is not working

I have had my Apple pen for 4 months and recently the Scribble feature stopped converting my handwriting to text.

Turning off Scribble without disabling pen for notes on iPad I absolutely hate scribble and just want my handwriting but when I turn off scribble my pen gets disabled. I have restarted my notes and and hard reset the ipad still no luck. When scribble is on it tries to turn all my handwriting to type. I just want my handwriting.
