Can it be transfer previous purchase (own) "Final Cut Pro" to new Mac Pro laptop purchase?

'Ownership' of applications from the Mac App Store follows your Apple-ID.

Use the same Apple-ID and you will have access to all your previous Mac App Store purchases.
