Billing Information doesn’t use Apple ID cash

For some reason, my Apple Cash won’t purchase anything. I currently have 5 dollars on my Apple Cash and I tried to pay for something that’s one dollar and it continues to say “There’s a billing problem with a previous purchase.” This happens even when I try to download a free app. I have no idea what’s wrong and I feel like I broke my Apple Cash card.
