Where is TOUCH ID settings on iPhone XR?

I have a new XR and can't figure out a basic things like how to activate my Touch ID. I'm going nuts here because none of the instructions online match my menu screens. I do not want my face ID used in the matrix, for obvious reasons. How do i turn this on, because new update seems to have removed it.

Apple iPhones that have Face ID do not also have Touch ID. The iPhone XR has Face ID but does not have Touch ID and never did have. It is nothing to do with any recent update.

If you don't want to use Face ID, you can just turn that off (or not set it up to begin with) and just use a passcode.
