Cannot get iCloud Photos on macbook

iCloud Photos works well on phone and iPad but MacBook still reverts to system photo library in Pictures folder. In fact I have likely created two more trying to fix this.

iCloud Photos is toggled but MacBook refers only to library in Pictures folder.

You need to enable iCloud Photos:

Open Photos and go to:

Photos > Settings > icloud

to turn on iCloud photos

If your library is not the system library, enable that option at

Photos > Settings > General

What iCloud does is keep your System Library in sync with the iCloud Library. You never actually look at iCloud Photos using the Photos app--you see your local Library which should have the same pictures in it. But the local library lets you do more with them.

To see what's in the iCloud Library, you use your web browser to go to iCloud.com. You should see exactly the same pictures (if Photos is finished syncing) as are in your System Library. And if your iPhone is connected to iCloud, you will see exactly the same pictures there, in the iPhone local Library, as are in your Mac Library and in iCloud Photos Library. iCloud is a synchronization service, not an extra Library.

If you want to add photos from a different library to your existing iCloud Photos Library you have to make the other library your system Photos Library in the Photos Settings. Then the new system photos Library will be merged into your iCloud Photos Library and the merged library will sync back to the currently open system photos library.

Or is the problem, that you cannot make your other library your system photos library? Photos will not allow you to use a library as a system photos library, if the library is in an unsupported location. Your system photos library cannot be on a NAS or any volume mounted over the local network. It cannot be in a synced folder r(on iCloud Drive, Dropbox, or Google drive) and it cannot be on a volume used for backups, for example Time Machine. The file system format needs to be compatible, see: Move your Photos library to save space on your Mac - Apple Support
