Emoji are part of Unicode and Unicode is an international standard implemented by many organizations, of which Apple is one or many.
The folks on the related Unicode committees and their documentation are the best sources of information about the rationale (the “why?”) for the standard.
The folks around here, not so much.
As for your question, I’m unsure what Emoji you’re referring to here.
Two that seem possible here are 🙏🏿 and 🖖🏿, and quite possibly some other Emojis?
