streaming on pc
my smart tv is broken. i logged in to apple tv on my microsoft tablet laptop but it doesn't allow streaming as a full paying member

Did you use the website tv.apple.com? You should be able to sign in there (blue button) with your Apple ID account. Then your Apple TV+ subscription content should have full access.
Did you use the Apple TV app from the Microsoft store? You should be able to sign in to the app through the in-app Settings. Then your Apple TV+ subscription content should have full access.

What happens instead? Do you get an error message? What does it say?
Did you mean streaming to the tablet laptop, or streaming from the tablet laptop to the TV? The latter may not be supported for Windows.
