I hope this question finds you well, I have a Question guys. If someone purchase App Store card from Germany and he/she send me the card number to Afghanistan Can I use that card in Afghanistan?

No, gift cards must be used in the country or region they are purchased. An Apple Gift Card purchased in Germany will not work in Afghanistan.
