Apple Music playlists not showing on PC

I have several playlists in Apple Music on my phone (Android). They previously showed in iTunes on my last PC, and in Apple Music on my old iPad, but having just upgraded my PC I no longer see them in either the Windows Apple Music app nor in iTunes 12.10.11.2 (the latest version of iTunes for Windows does not even have an option for music).

I am signed in to my phone and my PC with the same Apple ID, I have an active Apple Music subscription, and Library Sync/iCloud Sync is turned on. Why are my playlists not available via my PC? One of them has over a thousand songs on it, far too large to spend time replacing.
