Having Trouble Trying To Paste Folder Icons From One Local Folder To Another.

I try to create the old very much loved colorized icons that once existed in the MacOS Finder, by coloring folders and then copying it between my folders to show status. This is now very unreliable, sometimes it works sometimes it beeps an error signal and refuses to paste the previously copied icon from another folder. Is there a need for a delay in this operation

It works in the same way on both of my M1 MacBook Pro computers. It has worked for many years before.

WHY IS THIS NOW A PROBLEM IN SONOMA (14.3.1)?
