How to locate lost iPhone using Phone number

My daughter lost her phone or someone stole it. We are trying to log in to the Find My app but she can’t remember her Apple ID email. When we try to login to the website using her phone number it says “not a valid phone number or email associated with an Apple account” I don’t know what to do because it’s the only way we can find out the location of her phone and we can’t get in. When I try to use the site to get my Apple ID it only shows you how to obtain your Apple ID if you actually have your phone. Which we don’t. She has also never plugged the phone into a computer so iTunes is out. I’m at a total loss. Help!!!
