Why Apple doesn't allow third-part payment apps to access NFC for tap-to-pay

I understand the Apple Pay doesn't work in India because Apple won't align with GOI demands on local data centers and the GOI doesn't gives two-hoots about Apple or any other MNC anyways. However, I don't understand why Apple can't let third-part apps use NFC for tap-to-pay. It will make life so simpler for us. Android users with basic devices are today roaming without wallets while iOS users in India are still stuck with stupid magsafe wallets.

There are several reasons for India not supporting Apple Pay. One centers around privacy of the information and where information is stored. Apple or a partnership with an Indian company would be required for larger server systems and data storage. Costs would cut into the feasibility. India currently does not support biometrics for the security requirements of approving transactions. There are several other regulatory issues and the issue of banks even supporting Apple Pay in an already competitive transaction business segment.

I understand all that you have mentioned above. What I asked is why Apple can't allow third-party payment apps like Paytm, PhonePe, Gpay etc. to access NFC. These apps are already in use by most of the Indians with a smartphone and bank account. Especially through UPI. It will address the issue is short-term till Apple and GOI figure it out.

Actually, I know why Apple doesn't let them do it. It wants to retain monopoly via Apple Pay and is afraid that providing other apps with access to NFC will give them a head start that it will never be able to match. Especially as most of these apps are already being used by iOS users for UPI payments. But TBH that's really inappropriate for a tech giant to do.
