Problem with add card to apple wallet

Hello . I can't add my master cards to apple wallet. When I want to add it, the message "could not add car try again later or contact your card issuer for more information" appears. However, when checking on another phone with icloud, the card is added. This means that there is no problem with the master card. The problem is with my icloud account. I would like to inform you that I can add VISA cards to my apple wallet easily.

Please help me as soon as possible to solve this problem.
