Allow shortcuts to run when phone is locked

How can I allow a shortcut to run when iphone is locked? one example is: I have a shortcut that opens my watch app so my watch can sink with my phone and then close the app. the data from my watch is then synced with my phone making my health app accurate on a daily basis. I want the shortcut to run at a specific time whether I remember or not. I also use shortcuts with my home automation in homekit, some things cannot be programmed to fine details without using shortcuts on my phone, but if I have to open my phone for each of those, its not "automated" at that point and I could just as easily manually perform the task.
