Feet and Inches from Decimal number?

I have tried a few different solutions trying to get this to work. I have a calculation that gives me a number "16.5371024734982" which represents 16' 537" Id like to show it at as 16' 5 5/8" or what its real value would be.

I do not understand. Is the 16.537 number the number of feet as a decimal number or is it 16' 537" (60.75 ft)? My calculator says 0.537 is 6.444 inches or about 6 7/16", not 5 5/8". Nothing is matching up in your post so I don't know for sure where to start on a formula. Assuming it is decimal feet,

If 16.537 is in cell B2,

The feet part is =INT(B2)

The inches part is =MOD(B2,1)×12

Format the inches as a fraction. The best that can be done with formatting is to 16th of an inch but it will always be shown in 16ths, not reduced to 8ths or quarters.
