I want to push a large amount of files manually to my iCloud from my windows machine. BUT I don’t want it to sync back to my PC or they will be duplicated. I want to treat the iCloud as just another drive in explorer. Is that possible?
No. Anything in iCloud will sync to your computer is you set up and use iCloud for Windows. You can upload files at iCloud.com if you do not turn on sync.

You can upload files, but not folders, at iCloud.com/drive.
Or, you can temporarily turn on iCloud for Windows and sync files that you copy into iCloud.
