MacBook Pro Video Editing FCP

Trying to choose between Purchasing a 2023 Macbook Pro with an M3 Pro chip and 18 GB RAM, vrs an older 2023 with an M2 Max chip and 36 GB of RAM. For HD and 4K video editing, am I better served with the older chip combined with a lot more RAM?

For serious video editing, you're going to need the extra RAM.

The M2 is not an old chip, it's pretty new. And I doubt you'll see ground shaking differences between the two chips. In 12 more months, both will be replaced with something else. That's just how buying computers of any kind works. I'm using a MBP M1 Pro Max, I do some pretty serious editing of large and complex projects, I have no complaints.
