Display button as overlay on top of other apps

There is a requirement that from my application. Design an overlay of button that displays on top of other application.

Basically that button will display percentage of profile completeness of my app. This will remind me to take back to my application and get it done. Is there a way on iOS swift providing floating / overlay button should display even if I opened the other apps as well?
