I found an iWatch in Florida (buried in the sand) 2 weeks ago. It is locked by the “find my” app - I’ve been keeping it charged for them to “find” it. Is there any way to know how to contact them to get the watch returned?

no, there is nothing you can do in your end, suppose it's so people who may steal watches and then notice it's locked does not just settle for returning it for a finders fee or simply hold the watch for ransom
you can keep it and have it charged and see if they reach out
or you can turn it in at a local lost and found and or your local law enforcements
