You didn't do anything to activate it, no worries.
There is a nationwide AT&T outage. Some customers of Verizon, T-Mobile and other carriers using their infrastructure like Boost Mobile and Google Fi are affected.
You can try using Wi-Fi calling until the outage is resolved.
