MacOS Sonoma 14.3.1 not connecting to public WIFI
If anyone is facing an issue connecting to cafe WiFi or public network which requires an additional pop up, this fix by one of the other forum posters worked for me after trying a bunch of other solutions where nothing else worked.
Things I tried that didn't work:
- Forget network
- Rebooted computer uncountable times
- Updated to the latest OS
- Changed default browser to safari
- Couldn't open 192.0.2.1 etc ( all those didn't work)
- Forced the captive assistant app to open without avail
- unchecking the "Limit IP tracking" box in the network settings
- Running WiFi diagnostics tool didn't help
- Ensuring that there are no custom DNS Server addresses
- Renewing DHCP didn't work
It took me many hours googling around before finding this 😅

After following several other troubleshooting steps with no luck, and opening a case to Apple (with no feedback so far), I was able to resolve it by turning off Wi-Fi, removing the files below and restarting;
- /Library/Preferences/SystemConfiguration/com.apple.airport.preferences.plist
- /Library/Preferences/SystemConfiguration/NetworkInterfaces.plist
- /Library/Preferences/SystemConfiguration/preferences.plist
