Can't you do this?
If not give this a try: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.
NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files
NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.

Use the Green Button in upper left of the window " Zoom " as shown in second image
Safe mode is the most basic of basics functions
Use safe mode on your Mac - Apple Support (CA)
If the computer is not capable to boot in safe mode
One of two things have occurred
Use error ior the machine is in a very serious situation that would require a visit to an Apple Genius Bar

You don't need the mouse to get into Safe Mode. The cursor should be in the User Name field and when finished with that field use the Tab key to go to the Password field. Then hit Enter or Return.
Do connect your Magic Keyboard with its charging cable to get into Safe Mode.
The only Setting I can find on macOS 13 Ventura is System Setting as depicted in below image
That is unless the user has Installed MS Windows 10 via Bootcamp
Then, there would be a MS Windows " Settings "
In either of the two types of Operating Systems - " Settings App " is Not a application but part of the Operating Systems

Sorry Guys, none of the options work, I cannot even go into safe mode, the mouse on the corners doesn't work also
