Weather app showing two different snow totals for same day

I have noticed on many occasions that the precipitation graph for weather will have completely different totals at the top and the bottom of the screen (.7" vs 9.05" in the example here). Am I not understanding how to read this? Or is this a bug?

In your example, the .7” is the amount of precipitation (if the temperature were above freezing, this is how much rain would fall). The 9.05” is the amount of snowfall (on this day, 1” of rain produces roughly 13” of snow, meaning the snow is quite dry).
