Macintosh HD for backup?
I want to copy the Macintosh HD on my laptop to an external drive.
Would I be able to copy it to a new laptop and maintain all the files?

You can certainly copy files to an external drive but TM will ensure everything gets copied and restored to another Mac while maintaining their correct permissions hierarchy. The only thing that does not get backed up is macOS itself... which cannot be copied to another drive anyway.

so how do I transfer over ALL the TM folders?
Time machine does not copy everything. I’ve been reading that I cannot do a Legacy or bootable backup anymore. I would love to find a way to ghost my hard drive.
My understanding is Time Machine does not copy all files or programs. That is why I have to go back to previous time machine folders to find specific files. Am I understanding that correctly?
