splitting a shared family icloud into two separate plans

Within one 2TB shared family account there are 3 apple ID users and we want to split it into two 2TB accounts, one single user and another a family share for two users. At the moment, all the 2TB is used up and the account constantly asks us to expand storage.

Please, what is the best practice to do this seamlessly and successfully?
