Downloading apps

I gave my daughter my old phone, made a new apple id for her. I did set the age to where she is over 18. She can only use this phone with wifi so she is trying to download games and no app will download, how do I fix this?

Does she have at least some money in her Apple ID balance, so she theoretically could buy an app?

Even if the download of an app is free. You also will need to have that bit of balance in the account, to be able to update apps.

You can add Apple ID balance by using Apple Gift Cards, for example.
