Go to settings, tap face ID & passcode, enter in your passcode, and scroll down until you see stolen device protection. When you see that the stolen device is turned on, click the turn off button. If a security delay pops up, click the start now button, wait until the hour is up, and then you should be able to turn it off

I figured this out:

  1. Turn your VPN off.
  2. Go to Privacy & Security and toggle Location Services on.
  3. Go to the bottom of the LS list and click on System Services, and then scroll down to Significant Locations and make sure it’s on.
  4. Try to change your password (or alter another major security setting) and start the Stolen Protection Device delay.
  5. Wait 2-3 hours. You’ll get a notification letting you know that your phone has been registered at a Significant Location, and that you now turn off SPD and change your password/etc.
