When properly paired to an iPhone, and the carrier has shared the iPhone's phone number with the Apple Watch, then the Apple Watch can make and receive phone calls away from the iPhone, assuming it is in range of a cellular tower for your carrier (being in the middle of no-where does not count đ ).
