Is the issue with video only? Does the audio continue, or does streaming stop temporarily?
Could it be that someone else on your home network is hogging all the bandwidth, leaving not enough for the Apple TV box? When blackouts happen, try running the Speedtest app on the Apple TV box [2], then report its results here (number for Download Mbps). Apple recommends at least 25 Mbps per device for smooth playback in 4K.
