I want to pair an existing paired AirTag to a second iPhone simultaneously. I'm unsure if taking the battery out of the AirTag to re-start the automatic pairing interface will overwrite my existing pairing.

AirTags are connected to an Apple ID, not a physical device. If both iPhones use the same Apple ID then the AirTag will be visible from both devices without any additional work. Otherwise see Share an AirTag or other item in Find My on iPhone - Apple Support.
