downgrading plan back to free

I'm trying to go back to the free plan but can't figure out how. help please.

I though I had the upgraded plan for storage and I have been paying $9.99 monthly. Suddenly, it looks like I am back to the free basic plan. What happened? I did not cancel my plan. Click here and downgrade to the free 5GB. It'll take effect at the end of the current billing cycle.
